This Guide has been developed to provide INTERTANKO Members and a wider audience with an overview of the commercial and legal aspects of the carriage of liquefied natural gas (LNG) by sea.This Guide aims to provide some practical assistance to commercial teams in the growing LNG shipping markets, at a time when the LNG industry is moving substantially away from its traditional structures and contract matrices. It is change which has created the need, as increasingly is becoming necessary, for commercial operators of LNG carriers to understand the contractual issues and financial consequences of the vessels separately to the overall outcome for a large LNG project, or portfolio of LNG contracts.

The fifth edition contains valuable new guidance on key safety issues and operations, is fully aligned with ISGOTT: International Safety Guide for Oil Tankers and Terminals, Sixth Edition and provides new and improved ship/shore safety checklists. It should be carried on all chemical tankers and should be readily accessible by anyone involved in the carriage of chemicals on ships, including ship operators, cargo interests, training institutes and terminal operators.

This fourth edition of Part I of the ORB contains:

a) instructions and interpretations on how to properly record all related operations as per MARPOL 73/78, Annex I, Regulation 17;

b)  a list of operations to be recorded;

c) frequently found failures or mistakes;

d) detailed examples for all related operations

The Supplement also includes texts of the Medical First Aid Guide, descriptions of the reporting procedures for incidents involving dangerous goods, harmful substances and/or marine pollutants, the IMO/ILO/UNECE Guidelines for packing of cargo transport units, the International Code for the Safe Carriage of Packaged Irradiated Nuclear Fuel, Plutonium and High-Level Radioactive Wastes on board Ships and other appropriate Assembly resolutions, resolutions and circulars of the Maritime Safety Committee and circulars of the Facilitation Committee and of the Sub-Committee on Dangerous Goods, Solid Cargoes and Containers.

The Guide consists of the following:

• General requirements and instructions for making entries in the ORB Part II, as set out in Section 3;

• List of items to be recorded in the ORB Part II, as set out in Section 4; and

• Detailed model examples of the ORB Part II entries for commonly used cargo/ballast operations, as set out in Section 5.

• Frequently Asked Questions (FAQ) and answers on items that either bring further clarification to examples provided in the Guide, or bring clarification on a few situations where INTERTANKO could provide an opinion but refrains from providing a guidance.

It is the responsibility of the owner to decide the appropriate level and type of training required, as part of a formal competence management system. Additional training, not covered by this document, may be required for specific operations or equipment.
